[Developers] CCODE, FCODE, and F90CODE

Fortran 90 allows more typechecking than Fortran 77.  It would be 
convenient to know by what kind of compiler a file is processed.  I 
propose to add the preprocessor flag F90CODE in addition to FCODE when 
a Fortran 90 compiler is used.  (This has, by the way, already found an 
error in EHFinder.)  Okay to apply?

It is unfortunately not possible to create bindings for aliased 
functions for Fortran 90, because the function declarations do not 
declare the rank nor the shape of the passed arrays.
