[Patches] Correct definition of CCTK_RESTRICT

Correct the definition of CCTK_RESTRICT in cctk_Config.h.in.  When  
CCTK_*_RESTRICT is not defined, that means that the keyword  
"restrict" works fine as is, and therefore CCTK_RESTRICT should be  
defined to "restrict", not to be empty.

Update force-reconfigure so that people benefit immediately from that  
change.
