Subject: [Patches] Adding C/C++ indexing functions for vector grid variables

Add functions CCTK_VectGF1D, CCTK_VectGF2D etc. and the corresponding macros CCTK_VECTGFINDEX1D etc. that allow indexing into vector grid variables.  Vector grid variables require an additional index, namely the vector index.

Subject: [Patches] ADMConstraints: Recompute constraints after regridding
	and restricting

Schedule the computation of the constraints in the CactusEinstein/ 
ADMConstraints thorn in CCTK_POSTREGRID and CCTK_POSTRESTRICT.   
Previously, the constraints would have contained undefined (or poison)  
values after regridding.
